Jose Carcelen - President & CEO

Jose Carcelen is the President and Founder of New Legacy Corp., a full service General Engineering Contracting and Real Estate Development company, where he oversees all aspects of day-to-day operations.  Mr. Carcelen was instrumental in growing New Legacy from a nascent company into a highly successful and profitable company that has a stellar reputation in both the municipal and private sectors.  Prior to founding New Legacy in 2004, Mr. Carcelen worked for Pulte Homes, a premier public homebuilder, where he was involved in Land Acquisition, Entitlements and Project Management.  During his time at Pulte, he was involved in the development of Solera at Beaumont and Solera at Apple Valley, each development consisted of well over 3,000 single family units along with extensive commercial components.  Mr. Carcelen has also been involved in carrying out Multi Family and Commercial Development projects throughout Southern California.  Having started out from the bottom has helped Mr. Carcelen grow New Legacy Corp. to what it is today and have a solid understanding, drive and ambition to lead New Legacy Corp. and all of its employees into the future.

Mr. Carcelen attended California Polytechnic University in Pomona, CA majoring in Civil Engineering.

Parham Khoshbakhtian - Real Property Acquisition Manager

Parham Khoshbakhtian is the Real Property Acquisition Manager at New Legacy Development Corp., where he oversees day-to-day Acquisition opportunities and heads the firm’s investment committee. Prior to New Legacy Development Corp., Mr. Khoshbakhtian was the Managing Director of the Real Estate Group at Axia Associates, a Los Angeles based investment bank. At Axia, Mr. Khoshbakhtian was instrumental in creating the Real Estate Group and establishing a pipeline of projects, including structuring a private equity real estate fund focused on distressed real estate. Prior to Axia, Mr. Khoshbakhtian was Head of West Coast Sourcing at Thor Equities, a New York based private equity firm. At Thor, he was responsible for the acquisition of over $150 million of mixed-use and retail properties throughout California. Mr. Khoshbakhtian’s career began as a member of one of Orange County’s top producing multi-family sales team at Marcus and Millichap, where he was involved in over $200 million of transactions.

Mr. Khoshbakhtian earned his Bachelors of Arts in Economics from University of California, Los Angeles and a Masters Degree in Real Estate from Cornell University. Mr. Khoshbakhtian is a member of the Urban Land Institute and the International Council of Shopping Centers.

 

Hutan Hashemi - General Counsel

Hutan Hashemi is the General Counsel at New Legacy Development Corp., where he is responsible for all land use and other legal matters. Prior to his service at New Legacy Development Corp., Mr. Hashemi was a Real Estate Transactional Associate at Bryan Cave LLP in Irvine, California. He is experienced in the areas of corporate real estate, disposition of real estate-owned property, purchase and sales, master-planned projects and commercial and industrial leasing. He regularly represented foreign and domestic financial institutions, institutional investors, pension funds and advisors, developers, and shopping owners and operators. Prior to his time at Bryan Cave, Mr. Hashemi was an Entitlement Project Manager for Pulte Homes, managing the entitlement process for the company’s largest and highest grossing project in the Southern California. Mr. Hashemi is also a founder and the General Counsel of Green C-Store Solutions, Inc., a California based energy efficiency retrofit contracting and consulting corporation.

Mr. Hashemi earned his Bachelor of Arts in Economics from University of California, Irvine, Magna Cum Laude and a Juris Doctorate from the University of Southern California Law School. Mr. Hashemi is the vice-chair of the Young Leader Group for the Orange County Chapter of Urban Land Institute.
